Program/Project/Management Analyst, Senior

Required Education: MA/MS degree. Allowable Substitution: Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree OR Associate’s Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree OR six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

Required Experience: Over 10 years of combined experience performing duties described in the functional description.
 
Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses.  Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management. Ability to interface and coordinate between multiple program offices and Industry balancing the needs of multiple contracts. Prepares status reports on financial/budget reports, progress reports, Government Furnished Equipment / Government Owned Material (GFE/GOM) shortage reports, project briefings and meeting minutes. Supports the production and/or retrofit schedule with the delivery of GFE and/or GOM. Provides financial and/or accounting support to the Program Office or other organizational support elements and other activities. Performs budgeting, funding execution, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. Utilizes Navy-ERP and Common Spend Plan Tool (CSPT) to perform financial execution functions. Responsible for budget control under the production spend plan creating and executing funding documents through Navy-ERP.  Responsible for creating and monitoring funding SPIDs through CSPT.  Responsible for program plan pricing analysis, including Price and Availability (P&A) data, Work Breakdown Structure (WBS), Workload Planning System (WPS), Maintainability Issues, Spend Plans, Program Planning Documentation and Project Management Plans. Responsible for financial analyses on lifecycle programs and execution of plans of weapon systems programs and projects as related to their development, operation and improvement of their specific operational requirements. Must have experience in preparing acquisition documentation, i.e. N-ERP ZFD RX's, WX's, PX's (NAVCOMP Form 2276A), MIPR's (DD Form 448) and N-ERP ZSPS (Procurement Requests) PR’s.
