Education:  Position requires a MS or MA degree from an accredited college or university in Engineering, Mathematics, Physics or a related scientific discipline.
  • ALLOWABLE SUBSTITUTION: A BS or BA degree from an accredited college or university in Engineering, Mathematics, Physics or a related scientific discipline and an additional four (4) years of recent and relevant experience may be substituted for a MS or MA degree. These four (4) years of experience are in addition to the required minimum of ten (10) years to meet the “Experience” requirements below, therefore, requiring a total of fourteen (14) years of experience.

Experience:  At least ten (10) years of recent and relevant experience in an engineering position, three (3) of which must be directly related to naval systems. Demonstrated knowledge in area of engineering expertise is required.

Skills Required: Excellent verbal and written communication skills. Ability to effectively work and collaborate with a team, both internally and with industry partners that are remotely located. Independently motivated and able to produce products and react quickly to a rapid changing, continuously evolving environment.  Be familiar with the Dynamic Object-Oriented Requirements System (DOORS), review vendor(s) proposals and provide feedback on content for lead engineer and IPTL to use for making future phase acquisition and contracting decisions. Be experienced with NAVAIR/NAWCAD processes and policy pertaining to things such as Airworthiness, Cybersecurity, Laser Safety, Lithium Battery Safety, and various certifications (e.g., JITC, AIMS, etc.)

Position Description: Senior Systems Engineer who could provide systems engineering support within PMA-263 for a new start-up UAS program called Maritime ISR-Tactical (MISR-T).  The person would report to a senior engineer who would be performing the inherently government functions of systems engineering while this person greatly facilitates the systems engineering process/work required for this program.

The work would entail the following:
  • Support the program’s lead engineer and IPT Lead in executing a sound systems engineering processes for a new-start tactical ISR and Targeting Group 3-sized UAS
  • Assist with engineering strategizing and requirements generation / decomposition / traceability / management
  • Be familiar with the Dynamic Object-Oriented Requirements System (DOORS), DOORS modules (ability to utilize DOORS is preferred but not required
  • Review vendor(s) proposals and provide feedback on content for lead engineer and Integrated Priority Target List (IPTL) to use for making future phase acquisition and contracting decisions
  • Facilitate the lead engineer and IPTL in the generation of content for various types of vendor statements of work (SOW)
  • Support Model-based systems engineering (MBSE) efforts that will be undertaken by a local MBSE team by providing input on model architecture and construct as well as interface requirements, etc.
  • Provide inputs to support internal trade studies, impact analyses, informal analyses of alternatives
  • Help the IPT in the development and review of acquisition documentation for Mid-Tier Acquisition activities and future ACAT program
  • Review and provide input in a variety of UAS system technical documentation
  • Perform daily project management activities such as maintaining status of action items and key program schedules
  • Provide inputs to and assist in the maintaining of a program technical roadmap
  • Generate briefing material for lead engineer and the IPTL and support actual briefings
  • Assist the MIL Class Desk, lead engineer, and the PMA IFC Facilitator(s) in Interim Flight Clearance (IFC) from planning through release
  • Be able to coordinate often with various team members of groups such as NAWCAD Technical Domain Tech Warrant Holders (TWHs) and Subject Matter Experts (SMEs), Logistics, T&E, Configuration Management, IPTLs, etc.
  • Work with the PMA’s and UX-24’s test personnel to support UAS vendor flight test efforts
  • Coordinate with the PMA’s Pax River HW in the Loop (HWIL) facility and the China Lake UAS SW facility on UAS system and component development/integration, troubleshooting, and V&V activities
  • Set-up and hold regular meetings both internal and with vendor(s) and other Govt entities to support project management activities
  • Support Risk/Issue/Opportunity (RIO) management efforts with the PMA’s RIO manager, engineering lead, and IPTL
  • Interface with the PMA’s Capabilities Development IPT (CD IPT) and PMA’s Program Integrator lead regularly to maintain awareness of UAS technology efforts to support potential transition of technology into the MISR-T platform(s)
  • Provide support with configuration management activities to include ECPs and TDs (future work)
  • Support the planning and execution and closure of Technical Interchange Meetings (TIMs) and SETR events to include audits such as FCAs and PCAs
  • Be well-versed in DoD acquisition policy and process
  • Have a firm understanding of UAS systems/technology, supporting technologies, and basic UAS CONOPs (in particular, for tactical missions)
  • Be experienced with NAVAIR/NAWCAD processes and policy pertaining to things such as Airworthiness, Cybersecurity, Laser Safety, Lithium Battery Safety, and various certifications (e.g., JITC, AIMS, etc.)
  • Have good working knowledge of and skills with Word, Excel, PowerPoint, Project, Visio, and MS Teams and associated Apps
