Clearance Required: Minimum Secret
Education: M.S. degree in a scientific, engineering, or other applicable technical or analytical discipline
Experience Required:
At least 8 years of experience with military communications systems and military operational environments
Working knowledge of DoD Joint Staff, Combatant Command, and Service Staff operations
Has demonstrated knowledge in one or more of the following areas: system acquisition, project management, acquisition documentation, strategic planning
Experience Desired:
Experience interfacing with Joint Staff, Services and warfighters to coordinate engineering and analysis needs and analytic results.
Experience as chief engineer or lead systems engineer for a major defense acquisition program development effort.
Position Description:
Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to communications system research and development and research transition to operational capability/fielding. Tracks program/project status and schedules.
Supports the development of program research & development documentation such as Statement of Work (SOW), funding documents, Government Furnished Equipment/Information Lists, and Government Purchase Requests. Attends, participates, supports, analyzes, provides input, develops, prepares and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.
The Communications System Expert (CSE) is responsible for the full spectrum of technical management of communications subsystems hardware and/or software integration. The CSE will assist the Principal Investigator (PI) in working directly with the contractors, assessing contractor performance and drafting contract modification documents as needed. The CSE will manage these efforts with special emphasis on system requirements, internal and external system interfaces, concept of operations/employment, operational and non-operational environments, design for logistics, system information assurance certifications, operational maintenance and support, configuration management, and risk management. Other CSE functions to be performed include coordination with Prime Contractor and major subcontractors, design reviews, analysis, assessments, design review prep, software design and integration, production/manufacturing planning, and test planning and execution.
