Program Analyst

Experience Required: Over 10 years of combined experience performing duties described in the functional description. A Bachelor’s plus two years additional work experience, an Associate’s plus four years additional work experience, or six years additional work experience may be substituted for a Master’s Degree.

Position Description:
  • Assist the IPTL with all research for projects.
  • Assist IPTL with customer communications.
  • Collect and distribute action items from program meetings after receiving government approval of the content and format of the documents. Maintain an issue and action item database to support the Integrated Product Team (IPT) in managing the lifecycle of product issues and actions. Track action items to closure.
  • Review program progress and track status of vendor critical contract deadlines to identify and report potential problems and/or issues with prime contractor and/or USG schedule conflicts, resource scarcity, and proposed solutions.
  • Input, track, and analyze Contractor Data Requirements List (CDRLs) Deliverables within the Acquisition Management System (AMS).
  • Identify, and securely administer Controlled Unclassified Information (CUI) for the IPT as required.
  • Assess if hardware procurement and support contracts are awarded in a timely manner, and the impacts of identified risks and issues.
  • Work with project and functional leads to write Statements of Work (SOW) and support overall Procurement Identification Package (PIDs) development for the IPT.
  • Coordinate Procurement Planning Conferences in conjunction with project leads and contract specialists.
  • Maintain IPT metrics ranging from Technical Performance Measures (TPMs) to AMS-related metrics from CDRL, CSPT or PMT tools.
  • Utilize the Risk Issues and Opportunities (RIO) database to correlate RIO entries to CSPT, CDRL, and PMT indicators. Conduct RIO trend analysis for IPTL and individual project leads to forecast and assess impacts to program thresholds and objectives.
  • Support project leads with Engineering Change Proposal (ECP) development, including documentation of Configuration Item (CI) change scope, plus cost and schedule impacts. Track ECP staffing and approval from initial Configuration Change Board (CCB) to Technical (or install/deployment) Directive.
  • Work within Acquisition Team guidance to track document staffing and approval progress. Alert project and IPTL to delays that have a potential to impact program milestones.
  • Support the IPTL, Operations and Administrative functions to optimize the program event schedule to ensure it is deconflicted and primed for success given stakeholder availability and requisite, program performance

Salary:

The projected salary range for this position is $80,000-$160,000; however, this is not a guarantee of salary.  Salary will be set based on experience and contractual requirements.
