Schedule Coordinator, Senior - Fleet Area Control and Surveillance Facility (FACSFAC), San Diego, CA

Required Education: MA/MS degree. Allowable Substitution: Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

Required Experience: 10+ years of experience performing duties described in the functional description.
 
Desired Experience: A minimum of 1 year experience supporting Fleet Air/Area Control & Surveillance Facilities (FACSFAC) and/or Naval Aviation Warfare Development Command (NAWDC).
 
Functional Description: 

Tekla Research requires a commercial air services (CAS) scheduler at FACSFAC San Diego to support the PMA 226 Program Office.  The scheduler works closely with Fleet Units in the scheduling of CAS aircraft during regional exercises.  In addition to fleet exercises, the CAS scheduler will support local squadrons with unit level training, weighing asset availability and funding/ flight hours on contract. Flight time availability is kept up to date weekly with the scheduler verifying the service providers previous weeks of support that the CAS scheduler will reconcile upon the receipt of the service providers' reports.   The CAS scheduler will write and publish a weekly schedule for CAS aircraft.  This schedule will be used to determine the CAS service providers' performance through a mission sortie completion rate; sorties scheduled versus missions successfully flown.  The schedule also contains non fleet missions that are provided from PMA-226 but utilize west coast CAS assets.  Data management is essential for flight hours, sorties, Special Use Airspace (SUA) usage, etc. and is used for data calls, reporting or as needed.  Other duties may occur as assigned.

Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules.  Performs management, technical, or business case analyses.  Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.  Tracks program/project status and schedules.  Applies government-instituted processes for documentation, change control management and data management. Site-specific requirements may include advanced planning, coordination, and support to Fleet Air/Area Control & Surveillance Facilities (FACSFAC) or Naval Aviation Warfare Development Command (NAWDC) or to Non-CAS customers as applicable.  The contractor will interface with the United States Navy (USN) and Marine Corps (USMC) fleet customers and Air Control agencies to coordinate the use of CAS controlled aircraft and pod assets and monitor CAS assets in support of fleet exercises.  Tasks may include site/facility logistical support coordination and frequency management support.  May coordinate schedule availability with FACSFACs Virginia Capes and Pearl Harbor where applicable and track execution throughout planned events, detachments, and exercises.  May assist Financial analysts in overall cost estimation, program obligations, expenditure and invoice validation to assist FACSFAC PMs and Contracting Officer's Representative / Integrated Product Team Lead (COR/IPTL) in contract execution.
