Senior Program Analyst, Laser Technologies

Clearance Required: 
Secret, Eligible for a Top-Secret Clearance 

Education Required:
Bachelor's degree in a scientific, engineering, or other applicable technical or analytical discipline

Experience Required:

  • At least 8 years of experience with military communications systems and military operational environments.
  • Working knowledge of DoD Joint Staff, Combatant Command, and Service Staff operations, including PPBE processes.
  • Demonstrated knowledge in one or more of the following: system acquisition, project management, acquisition documentation, strategic planning, system test and evaluation
  • Experience leading cross-functional technical teams across multiple concurrent programs
 

Desired Experience:

  • Experience with tactical transmission & network transport systems and/or free space optical communications systems, including strategic planning, performance evaluation, or operational concept employment.
  • Experience interfacing with Joint Staff, Services, and warfighters to coordinate research and analysis needs.
  • Experience as project officer, test officer, or lead engineer for a defense acquisition or operational test program.
  • Experience with DOW communications modernization or expeditionary communications programs.


Position Description:

  • Support Naval Research Laboratory Space Systems Development Division (SSDD). The primary objective of the SSDD is to develop command, control, communications, computers, and intelligence, surveillance, and reconnaissance (C4ISR) hardware and software solutions to space, airborne, and ground applications.
  • Provides program management and analytical support across the Principal Investigator’s research portfolio, with primary emphasis on Free Space Optical (FSO) communications programs.
  • Analyzes requirements, status, budgets, and schedules across concurrent research efforts. Tracks milestones, deliverables, and expenditures. Facilitates aligning research objectives with warfighter operational requirements.
  • Support laboratory and laser communications hardware, software, and prototype testing.
  • Coordinate and execute integration of developed technology into warfighter operational environments, exercises, and demonstrations.
  • Coordinates with relevant test agencies and stakeholders. Assists in developing evaluation reports informing acquisition decisions and technology readiness assessments
  • Serves as liaison between NRL research teams and DOW operational communities.

Salary:
The projected salary range for this position is $130,000 to $150,000; however, this is not a guarantee of salary.  Salary will be set based on experience and contractual requirements.
