Applies analytic techniques in the evaluation of program/project objectives.
Analyzes requirements, status, budget, and schedules.
Performs management, technical, or business case analyses.
Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs.
Tracks program/project status and schedules.
Applies government-instituted processes for documentation, change control management, and data management.
Participates as a member of and/or supports the overall Program and Integrated Product Teams (IPTs).
Applies policies and procedures for acquisition, configuration management, financial, and life cycle planning.
Demonstrates knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series).
Education: Requires MS or MA degree from accredited college or university in Program Management, Technical, or Business analysis discipline.
ALLOWABLE SUBSTITUTION: BS or BA degree, a PMI certification with an additional two (2) years of recent/relevant experience in weapon systems acquisition and life cycle management (total of 12 years of experience),
BS or BA degree with an additional four (4) years of recent/relevant experience (total 14 years of experience),
AS or AA degree with an additional ten (10) years of recent/relevant experience (total 20 years of experience), or
High School Diploma and an additional four (4) years of recent/relevant experience (total 24 years of experience)
Experience: Requires a minimum of 10 years of experience working on high-visibility or mission critical aspects of programs and performs all functional duties independently. Overseeing the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job. Experience requirement must be fulfilled through experience processing program acquisition, funding, and contract documentation for military programs.
