Acts as the overall lead, manager, and administrator for the contracted effort.
Serves as the primary interface and point of contact with Government program authorities on technical and program/project issues.
Oversees contractor execution of the contract requirements.
Manages acquisition and employment of program/project resources.
The Program Manager supports FMS pre-case, case execution, case reconciliation and case closure requirements.
Manage employment of program resources, to include financial and administrative aspects of the program.
Education: Requires MS or MA degree from accredited college or university in Program Management, Technical, or Business analysis discipline.
ALLOWABLE SUBSTITUTION: BS or BA degree, a PMI certification with an additional two (2) years of recent/relevant experience in weapon systems acquisition and life cycle management (total of 12 years of experience),
BS or BA degree with an additional four (4) years of recent/relevant experience (total 14 years of experience),
AS or AA degree with an additional ten (10) years of recent/relevant experience (total 20 years of experience), or
High School Diploma and an additional four (4) years of recent/relevant experience (total 24 years of experience)
Experience: Requires a minimum of 10 years of experience working on high-visibility or mission critical aspects of programs and performs all functional duties independently. Overseeing the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job. Experience requirement must be fulfilled through experience in managing technical and programmatic issues for military programs. A demonstrated working knowledge of Department of Defense (DOD) Security Assistance Program (SAP) policies and procedures relating to Foreign Military Sales (FMS) is required. Demonstrated experience with identifying programmatic requirements for FMS agreements is required.
