Program Analyst, Senior

Education: Master's Degree

Experience: Over 10 years of combined experience performing duties described in the position description.

Position Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.

(Additional): Reviews milestone decision documentation to ensure compliance with all aspects of the DoD and SECNAV 5000 series directives. Conducts research and provides recommendations to support the development of program acquisition strategies. Supports the preparation of documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Statement of Work (SOW), Acquisition Decision Memorandums, Memorandums of Agreement, Acquisition Program Baseline Agreements (APBA), Acquisition Category (ACAT) requests, Abbreviate Acquisition Program (AAP), and Non Designated Program (NDAP) requests. Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements. Attend, participate, support, analyze, provide input, develop, prepare and report on briefs, point papers, reports, correspondence, meetings, conferences, and review boards. Supports Planning, Programming, Budgeting and Execution (PPBE) process via POM Process, Integrates business and technical methodologies to provide support of hardware, software and service acquisition and life cycle management.

Skills Desired: 

  • Create contract documentation i.e. PMT Requests, PIDs, SOWs, CDRLs, J&As, RFI Waivers or Sources Sought Approval
  • Proficient in the use of AMS tools for creating CDRLs and tracking/updating milestones in PMT
  • Lead Technical and Cost Evaluations after proposals are received from contractors
  • Track status of ECPs in ECM tool and provide direction as needed to keep process moving forward
  • Create/Update CCB Packages as required for ECPs to include CPB Briefs, 4130 Workbooks, and Decision Memos
  • Provide logistics support/document review for the GGU-12+ effort
  • Maintain team budget in AMS (CSPT)
