Position Description:
The Deputy Case Manager, Senior provides contractor support to Naval Air Systems Command (NAVAIR) PMA-276 in the execution of Foreign Military Sales (FMS) programs supporting the Czech H-1 (Venom and Viper) helicopter program. As a key member of the Czech FMS Team, this role is primarily focused on internal program execution, coordination, and oversight within the U.S. Government (USG) and supporting organizations.
The Deputy Case Manager assists the Case Manager in managing all aspects of FMS case execution, with emphasis on internal coordination, financial tracking, documentation, and compliance with DoD and Navy policies. This position plays a critical role in ensuring program alignment across NAVAIR competencies, Integrated Product Teams (IPTs), and supporting agencies to enable successful case execution.
Functional Description:
- Supports the efforts and actions of the Case Manager, Program Managers, and Team Lead for assigned FMS programs.
- In coordination with the Security Cooperation team, assists in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act (AECA), Security Assistance Management Manual (SAMM), International Traffic in Arms Regulations (ITAR), and applicable DoD acquisition policies, with primary emphasis on internal program execution and compliance.
Key Responsibilities
1. Case Management Support
- Assist the Case Manager in execution and oversight of the FMS case lifecycle, ensuring alignment with USG processes and requirements.
- Track, analyze, and report case milestones, deliverables, and performance metrics for internal stakeholders.
- Maintain and manage case documentation, including classified materials (SIPR access required).
- Ensure compliance with DoD, NAVAIR, and FMS policies, regulations, and reporting requirements.
- Review, process, and track foreign visit requests in coordination with internal security and program offices.
- Prepare and present internal program metrics during quarterly FMS reviews (“drumbeat” meetings).
2. Internal Program Coordination
- Coordinate across PMA-276 Integrated Product Teams (IPTs), NAVAIR competencies, contracting, logistics, and engineering teams to ensure program alignment.
- Interface with Defense Security Cooperation Agency (DSCA) and other implementing agencies primarily on case execution and administrative actions.
- Support development, staffing, and execution of Letters of Offer and Acceptance (LOAs), amendments, and modifications.
- Facilitate internal communication and issue resolution across functional teams supporting the FMS case.
3. Financial and Contractual Oversight
- Monitor financial execution, including obligations, expenditures, disbursements, and case reconciliation activities.
- Support budget planning, tracking, and forecasting for FMS case execution.
- Assist in development and coordination of contracts supporting the FMS case.
- Provide inputs for program management reviews (PMRs), financial reporting, and internal status updates.
- Support Contractor Services Support (CSS) oversight, including tracking and coordination of Contractor Data Requirements List (CDRL) deliverables.
4. Internal Stakeholder Support
- Prepare and deliver briefings, reports, and documentation for internal leadership and program stakeholders.
- Support planning and execution of internal program reviews, audits, and compliance activities.
- Coordinate with security, legal, and policy offices to ensure proper handling of documentation and case actions.
- Provide limited support to external engagements as needed, with primary focus on internal program readiness and execution.
- Support travel for program execution activities, site visits, and coordination meetings as required.
Required Qualifications:
- Working knowledge of FMS case lifecycle, LOA development, and security cooperation processes.
- Familiarity with DoD acquisition, financial management, and program execution practices.
- Strong organizational, analytical, and communication skills.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
- Ability to work effectively within cross-functional government teams.
Desired Qualifications:
- Experience supporting NAVAIR or Navy aviation programs, particularly PMA-276 or H-1 platforms.
- Familiarity with DSAMS, SCIP, or other security cooperation systems.
- Experience with DoD financial management, budgeting, or case reconciliation.
- Knowledge of logistics, sustainment, and lifecycle management within naval aviation programs.
- Project Management Professional (PMP) or similar certification.

Salary:
The projected salary range for this position is $110,000-$140,000; however, this is not a guarantee of salary. Salary will be set based on experience and contractual requirements.
